Mass Meeting of the Amherst County Committee of the Republican Party of Virginia
As Chairman of the Amherst County Committee of the Republican Party of Virginia, and pursuant to the Plan of Organization of the Republican Party of Virginia, I, S. Vance Wilkins Jr., do hereby issue this call for a Mass Meeting to be held at 153 Washington Street, Amherst VA 24521 or alternate location, starting at 7:00 PM local time on March 10, 2020 for the following purposes:
- Electing a unit Chairman for the Amherst County Republican Committee
- Electing members to the Amherst County Republican Committee
- Electing up to 325 Delegates and an equal number of Alternates to the Republican Party of Virginia 6th Congressional District Convention to be held on May 30, 2020 at 10:00 AM at Central High School, 1147 Susan Ave, Woodstock, VA 22664. Registration will start at 8 AM and close at 11 AM. If you are not in line by 11AM sharp you will not be allowed to register.
- Electing up to 325 Delegates and an equal number of Alternates to the State Convention of the Republican Party of Virginia to be held at the Liberty University Vines Center, 1971 University Boulevard, Lynchburg VA 24502 on May1-2, 2020. The convention will open on Friday, May 1st at 2:30 PM.
- Conducting such other business as may properly come before the Mass Meeting
Qualifications for Participation
All legal and qualified voters of Amherst County, under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its Mass Meetings, party canvasses, conventions or primaries encompassing their respective election districts. In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party in the last five years. A single exception to the above shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. A voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a Party other than the Republican Party, shall not have the benefit of the exception as identified in this paragraph thereafter. In order to be eligible for election as a Delegate or Alternate Delegate to any convention, an individual must be registered to vote no later than the pre-filing deadline established by the Official Committee. A person who has made application for registration and meets all other requirements herein, but whose name does not appear on the local registration books solely because of the books having been closed in connection with a local election, will nevertheless be deemed a legal and qualified voter.
Military Provision
Military Members who are certified as delegates pursuant to paragraph 6 that are unable to attend the convention in person due to obligations of their official military orders, shall have their votes cast within their unit delegation according to candidate preference ballots. Candidate preference ballots shall list the Military Members rank order preference among candidates (i.e., first choice, second choice, third choice, etc.). Their votes shall be cast for the highest ranked choice candidate who remains eligible to receive a vote in a particular round of voting. Candidate preference ballots shall be made available by the Official Committee calling the convention no less than twenty (20) days prior to the convention and returned to the Chairman of the Official Committee that called the convention not less than three (3) days prior to the convention.
Filing Requirements
Candidates for election to any of the following positions: Chairman of the Amherst County Committee, Amherst County Committee membership, Delegates (and Alternates) to the May 30, 2020 6th District Convention and the May 1-2, 2020 State Convention shall file the Official Pre-file Form with the Committee Secretary, L R. Hoilman.
All forms must be received by the Secretary no later than January 31, 2020 by 5 p.m. to be valid.

Registration and Fees
The doors of the Mass Meeting will open at 6:00 PM. for registration. The DOORS WILL CLOSE AT 7:00 PM SHARP. Any participant NOT in line at 7:00 PM shall NOT be allowed to register for the Mass Meeting. There will be no registration fee to participate in this Mass Meeting however photo identification will be required.
There is a $20 voluntary registration fee to participate in the 6th District Convention.
There is a $35 voluntary registration fee to participate in the State Convention. To assist the operations and the administration of the State Convention, a Delegate Registration Fee of Thirty-Five Dollars ($35.00) is requested of each person standing for election as a delegate or alternate delegate to the state Convention. Any delegate who fails to pay the registration fee may participate only in the Presidential Preference Poll.
If the number of persons pre-filing as candidates for election or nomination for all offices to be decided upon by the Mass Meeting does not exceed the number to be elected or nominated, then those pre-filed candidates shall be declared elected or nominated by the Amherst County Republican Party, and the Mass Meeting may be canceled.
