COUNTY CONVENTION AND PRECINCT MASS MEETINGS
FOR SHENANDOAH COUNTY REPUBLICAN PARTY

As Chairman of the Shenandoah County Republican Committee, I, Randy Gilbert, pursuant to
the Plan of Organization of the Republican Party of Virginia, and as recommended and directed
by the Shenandoah County Republican Committee at its regular meeting on Thursday,
February 13, 2020, do hereby issue this Call for a Shenandoah County Republican Convention
and Precinct Mass Meetings (as needed) to be held as follows:

COUNTY CONVENTION
The Shenandoah County Republican Convention shall convene at Central High School in
Woodstock, Virginia (or its alternate site) on Friday, April 3, 2020, at 6:00 p.m. for the
following purposes:
1. Election of a Chairman, Precinct Members, and At-Large Members of the Shenandoah
County Republican Committee, each for a two-year term;
2. Electing up to 470 Delegates and an equal number of Alternates to cast 94 votes at the 6th
Congressional District Convention, to be held on May 30, 2020, at Central High School,
1147 Susan Avenue, Woodstock, VA 22664, beginning at 10 am for the purposes of
electing three Delegates and three Alternates to the Republican National Convention;
nominating one Elector from the 6th Congressional District to vote in the Electoral College
representing Virginia in the Presidential Election on November 3rd, 2020; electing a
Chairman for the 6th Congressional District of the Republican Party of Virginia, electing
three Regional Vice Chairman for the 6th Congressional District of the Republican Party of
Virginia, electing three members to the State Central Committee from the Sixth
Congressional District;
3. Electing up to 470 Delegates and an equal number of Alternates to cast 94 votes at the
State Convention, to be held on May 1-2, 2020, at the Greater Richmond Convention
Center, 403 N 3rd St, Richmond, VA 23219, beginning at 2:30 p.m., Friday, for the purposes
of binding Virginia Delegates to the 2020 Republican National Convention as to their choice
for President on the first ballot by a Presidential Preference Poll, electing 12 At-Large
Delegates (“National Delegates”) and 12 Alternate At-Large Delegates to the Republican
National Convention to be held on August 24-27, 2020 at the Spectrum Centrum Center,
Charlotte, NC (“National Convention”), nominating two Electors At-Large to be voted for in
the Presidential Election on November 3, 2020, electing a State Chairman, nominating a
National Committeeman and National Committeewoman; and
4. The transaction of such other business as may properly come before the Convention.
Registration shall begin at 5:30 pm and shall end at 6:00 pm, or when the Convention is called
to order. However, anyone in line at the time will be allowed to register and participate as a
full delegate in the Convention.

QUALIFICATIONS FOR DELEGATE PARTICIPATION
All legal and qualified voters under the laws of the Commonwealth of Virginia, regardless of
race, religion, national origin or sex, who are in accord with the principles of the Republican
Party, and who, if requested, express in open meeting either orally or in writing as may be
required an intent to support all of its nominees for public office in the ensuing election may
participate as members of the Republican Party of Virginia in its mass meetings, party
canvasses, conventions, or primaries encompassing their respective election districts. All
individuals desiring to participate as delegates in the County Convention may be required to
present some form of identification such as a driver’s license or other government issued
identification.
A voter who, subsequent to making a statement of intent, publicly supports a candidate in
opposition to a Republican nominee shall not be qualified for participation in party actions,
as defined in Article I of the Party Plan of the Republican Party of Virginia, for a period of four
(4) years. A person otherwise qualified shall not have participated in Virginia in the
nomination process of a party other than the Republican Party within the last five years. A
single exception shall be approved for a voter that renounces affiliation with any other party
in writing, and who expresses in writing that he/she is in accord with the principles of the
Republican Party and intends, at the time of the writing, to support the nominees of the
Republican Party in the future. Any voter that utilizes the foregoing exception, and
thereafter participates in the nomination process of a party other than the Republican Party,
shall not have the benefit of the exception identified in this paragraph thereafter. Within 30
days of receipt, the Official Committee shall provide a copy of this signed renunciation
statement to the Republican Party of Virginia, to be maintained for a period of 5 years.
Special Federal Election Year Provision: It has been determined that persons who are 17 years
old, but who will be 18 on or before Election Day, November 3, 2020, may participate in our
party’s political process, so long as they are registered to vote prior to filing as a delegate.
MILITARY PROVISION
Military Members [defined in Article II, Paragraph 25 of the Plan of Organization of the
Republican Party of Virginia (Party Plan) as members of the Virginia National Guard, the United
States Armed Forces, Merchant Marine, or Coast Guard] will be selected in conformity with
Article VIII, Section H, Paragraphs 6 and 7 of the Party Plan. Military Members who are to be
delegates must be identified as Military Members on the list of certified delegates provided by
the unit chairman. Military Members who will be casting candidate preference ballots shall
likewise be identified at the beginning of each list of certified delegates so that ballots may be
provided to those individuals in a timely manner. Should orders change following certification
of delegates such that a Military Member who had planned to attend the Convention becomes
unable to attend, a notice to that effect shall be provided by the unit chairman so that efforts
can be made to provide the affected Military Member with a preferential ballot. In no case will
a preferential ballot from a Military Member be accepted less than three (3) days prior to the
convention. The preferential ballot provided to Military Members will allow Members to
indicate their first, second, third, etc., choices for each office such that the Member’s first
choice will receive their vote on the first ballot and the highest ranking choice on their ballot
will be cast on subsequent ballots. [For example, if the Member’s first and second choices are
both eliminated from the process as a result of the first ballot, the Member’s third choice

would receive the Member’s vote on the second ballot.] In those races where three individuals
will be elected to an office (State Central Committee representatives and National Convention
delegates), the Member’s top three preferred candidates will receive the Member’s votes on
the first ballot.
PRE-FILING FOR DELEGATE TO THE COUNTY CONVENTION
All individuals who wish to be a delegate to the county convention must file the committee
approved Delegate and Declaration of Candidacy form to Randy Gilbert, Chairman of the
Shenandoah County Republican Committee via mail or in person to 398 E. Eaglewood Ln., Mt.
Jackson, VA 22842; or by electronically transmitting a scanned copy via email to
drproactive@gmail.com. All fully completed forms must be received by Friday, March 13, 2020,
at 6 pm. Postmarks shall not govern. There is no pre-filing fee to be a Delegate.
An electronic copy of the approved Delegate and Declaration of Candidacy form can be
obtained from the website, www.shenandoahrepublican.com, or by emailing Randy Gilbert,
SCRC Chair, at drproactive@gmail.com or by calling 540-335-4764. Each person seeking to be
a Delegate MUST be an eligible voter at their current mailing address by the deadline stated
above and they MUST denote the precinct that they are registered to vote in. If the number
of individuals from a precinct for which they are filing to be a delegate exceed the total
number allotted below as outlined under the heading, Allotment of County Convention
Delegate Votes, a mass meeting shall be held in such Precinct as outlined below under the
heading, Precinct Mass Meetings.
POSITIONS AVAILABLE FOR ELECTION
Shenandoah County Republican Committee Chairman: The County Chairman shall be Chairman
of the County Committee and it shall be the duty of the Chairman to conduct all business of the
Committee between the regular committee meetings and report to the next regular meeting of
the County Committee.
Shenandoah County Republican Committee Precinct Member: Precinct Committee Members
are elected to serve on the Shenandoah County Republican Committee for a period of two
years and, together with the At-Large membership and other ex officio members, constitute the
voting membership of the Shenandoah County Republican Committee. Precinct members must
reside in the Precinct they are elected to represent. There are forty-four (44) seats available,
allocated as follows:

SCRC At-Large Member: At-Large Committee Members are elected to serve on the Shenandoah
County Republican Committee for a period of two years and, together with the precinct
membership and other ex officio members constitute the voting membership of the
Shenandoah County Republican Committee. At-Large members must reside in Shenandoah
County. There are eighteen (18) seats available.
SCRC Delegate to the 6th District Congressional Convention: Up to 470 Delegates to the 6th
District Congressional Convention will represent Shenandoah County, casting 94 votes, at the
Convention to be held on May 30, 2020, at Central High School, 1147 Susan Avenue,
Woodstock, VA 22664, beginning at 10 a.m.
SCRC Delegate to the State Convention: Up to 470 Delegates to the State Convention will
represent Shenandoah County, casting 94 votes, at the Convention to be held at on May 1-2,
2020, at Greater Richmond Convention Center, 403 N 3rd St, Richmond, VA 23219, beginning at
2:30 p.m. on Friday.
MANDATORY CANDIDATE FILING AND FEE REQUIREMENTS
Candidates for the position of Chairman must file an approved Delegate and Declaration of
Candidacy form by mail or in person to Randy Gilbert, Chairman of the Shenandoah County
Republican Committee, 398 E. Eaglewood Ln., Mt. Jackson, VA 22842; or by electronically
transmitting a scanned copy via email to drproactive@gmail.com. All fully completed forms
must be received by Tuesday, March 3, 2020, at 6 pm. Postmarks shall not govern.
An electronic copy of the approved Delegate and Declaration of Candidacy form can be
obtained from the website, www.shenandoahrepublican.com, or by emailing Randy Gilbert,
SCRC Chair, at drproactive@gmail.com or by calling 540-335-4764. The form must be fully
completed and signed by the candidate in order for that candidate to be deemed properly filed.
A filing fee of $200 shall be required to run for Chairman of the Committee. Checks shall be
made payable to the Shenandoah County Republican Committee and shall accompany the
Delegate and Declaration of Candidacy form to be filed with Chairman Gilbert. Cash will be
accepted but must be delivered in a sealed envelope. Only those candidates for public office
who file both their form and filing fee by Tuesday, March 3, 2020, at 6 pm will stand for
election at the Convention.
Candidates for Precinct and At-Large Committee Members, or Delegates to the 6th
Congressional District or State Conventions must pre-file a Delegate and Declaration of
Candidacy form to Randy Gilbert, Chairman of the Shenandoah County Republican

Committee, 398 E. Eaglewood Ln., Mt. Jackson, VA 22842; or by electronically transmitting
a scanned copy via email to drproactive@gmail.com. All fully completed forms must be
received by Friday, March 13, 2020, at 6 pm. Postmarks shall not govern.
No nomination for the office of Chair or Convention Delegate shall be accepted from the
floor of the convention unless no candidate files for the position. Should only one person
file as a Candidate for Chairman, or no more than the total allotted number of Delegates
(470), to the State Convention or the 6th Congressional District Convention, then all persons
shall be declared elected and no vote need be held.
There will be no registration fee to participate in this Convention as a delegate and no filing
fee for persons seeking to be candidates for Precinct and At-Large Committee Members.
ALLOTMENT OF COUNTY CONVENTION DELEGATE VOTES
The County Convention shall be composed of Delegates and Alternate Delegates from the
respective precincts that they represent. Representation shall be based on a percentage of
the total number of Republican votes cast in each precinct in the last Presidential and
Gubernatorial elections combined. Each precinct will be allowed one (1) delegate vote for
each seventy-five (75) Republican votes cast, or a major fraction thereof. Each precinct shall
be entitled to at least one (1) delegate vote. Up to five (5) Delegates and five (5) Alternate
Delegates may be elected for each Delegate Vote, but no Delegate shall have less than onefifth
(1/5) of a vote. Pursuant to Section H (3) of the Plan of Organization of the Republican
Party of Virginia, each precinct delegation shall vote full vote at the County Convention
unless otherwise designated by the electing members of the precinct at its mass meeting.
Precincts shall be entitled to vote as follows:
Orkney Springs 13 Delegate Votes to be cast by up to 65 Delegates with 65 Alternate Delegates
New Market 35 Delegate Votes to be cast by up to 175 Delegates with 175 Alternate Delegates
Conicville 26 Delegate Votes to be cast by up to 130 Delegates with 130 Alternate Delegates
Mt. Jackson 21 Delegate Votes to be cast by up to 105 Delegates with 105 Alternate Delegates
Edinburg 23 Delegate Votes to be cast by up to 115 Delegates with 115 Alternate Delegates
St. Luke 25 Delegate Votes to be cast by up to 125 Delegates with 125 Alternate Delegates
Fort Valley 13 Delegate Votes to be cast by up to 65 Delegates with 65 Alternate Delegates
Woodstock 41 Delegate Votes to be cast by up to 205 Delegates with 205 Alternate Delegates
Cedar Creek 2 Delegate Votes to be cast by up to 10 Delegates with up to 10 Alternate Delegates
Toms Brook 32 Delegate Votes to be cast by up to 160 Delegates with 160 Alternate Delegates
Lebanon Church 22 Delegate Votes to be cast by up to 110 Delegates with 110 Alternate Delegates
Strasburg 39 Delegate Votes to be cast by up to 195 Delegates with 195 Alternate Delegates
Vote Total: 292 Delegate Votes to be cast by up to 1,460 Delegates with 1,460 Alternate Delegates
PRECINCT MASS MEETINGS
Should the number of Delegates pre-filing for the Convention in a Precinct exceed the total
possible number of delegates allotted as stated under the heading, Allotment of County
Convention Delegate Votes, then a Precinct Mass Meeting shall be held for the purpose of
electing Delegates and Alternate Delegates to the County Convention. The Precinct Mass
Meetings will be held at the below corresponding locations (or their alternate sites as
needed) on Thursday, March 19, 2020, at 7:00 p.m.:

The purpose of the Precinct Mass Meeting is to elect Delegates and Alternate Delegates to
the Shenandoah County Republican Convention to convene at Central High School in
Woodstock, Virginia or its alternate site on Friday, April 3, 2020 at 6:00 p.m. Only those
individuals who pre-filed according to the procedures and timeline outlined under the
heading, PRE-FILING FOR DELEGATE TO THE COUNTY CONVENTION and who are registered
to vote in the precinct for which they seek election and meet the qualifications for
participation may be considered for election by their precinct’s mass meeting, but any
individual meeting the qualifications for participation may participate and vote in the mass
meeting. No nominations for delegate may be accepted on the floor at any mass meeting
unless no one has pre-filed. Individuals attending the mass meeting shall cast votes for
delegates up to the total number of delegates allotted for that precinct. Individuals shall then
be ranked by the total number of votes received, highest to lowest, and shall be allotted
Delegate or Alternate Delegate positions until all positions are filled.
If a mass meeting is held with delegates elected, the Chair of the Precinct Mass Meeting shall
deliver a listing of all delegates elected, with their full legal name and registered voting
address, to Randy Gilbert, Chairman of the Shenandoah County Republican Committee, 398
E. Eaglewood Ln, Mt. Jackson, Virginia 22644 by no later than Thursday, March 26, 2020 at 6
p.m. The form must be signed by the elected Chairman and Secretary of the Mass Meeting.
Postmarks shall not govern. Forms will be provided by the Committee to the elected Precinct
Chair prior to the mass meeting date, but delegates shall be accepted if another document
materially contains the information required above.
In the event that the number of Delegates pre-filing for each precinct does not exceed the
total number of Delegates allotted to the precinct under the heading, Allotment of County
Convention Delegate Votes in this call, all Delegates shall be declared elected and the mass
meetings shall not be held. In the event that this happens, notice shall be placed on the
County Committee’s website, www.shenandoahrepublican.com, and all delegates who have
been automatically elected shall be notified via postcard mail. Notice shall also be placed on
the website or provided via postcard mail if a mass meeting is required to elect Delegates.
