OFFICIAL CALL (AMENDED)
Sixth Congressional District Committee of the Republican Party of Virginia Convention

I, Jennifer Brown, as Chairman of the Sixth Congressional District Committee of the Republican Party of
Virginia, and pursuant to the Plan of Organization, and as recommended and directed by the District
Committee, do hereby issue this Call for a District Convention to be held at Thomas Road Baptist
Church, 1 Mountain View Road, Lynchburg, VA 24502, or alternate location, starting at 10:00 A.M. local
time on July 11, 2020, or alternate date, for the following purposes:

A. Electing three (3) National Delegates and three (3) National Alternates from the Sixth
Congressional District of Virginia to the Republican National Convention;
B. Nominating one (1) Elector from the Sixth Congressional District of Virginia to be voted for in
the presidential election on November 3, 2020;
C. Electing a Chairman for the Sixth Congressional District of the Republican Party of Virginia;
D. Electing three (3) Regional Vice Chairmen for the Sixth Congressional District of the Republican
Party of Virginia;
E. Electing three (3) members to the State Central Committee from the Sixth Congressional District;
F. The transaction of such other business that may properly come before the Sixth Congressional
District Republican Convention.
I. Qualifications for Participation
All legal and qualified voters under the laws of the Commonwealth of Virginia, regardless of race,
religion, national origin or sex, who reside in the Sixth Congressional District, who are in accord with
the principles of the Republican Party (as stated in Article I of the “Plan of Organization of the
Republican Party of Virginia”), and who, if requested, express in open meeting either orally or in
writing, as may be required, their intent to support all of its nominees for public office in the ensuing
election, may participate as members of the Republican Party of Virginia in its mass meetings, party
canvasses, conventions, or primaries encompassing their respective election districts.

II. Registration
Convention registration shall begin at 8:00 A.M. and shall remain open until 11:00 a.m. (Certified
delegates who are in the registration line at the cut-off time will be allowed to complete their
registration.) At such time, the Credentials Committee Chairman shall report to the Convention the
number of Delegates eligible to vote. The Convention shall be called to order at 10:00 A.M. The
District Committee will recommend to the Convention Rules committee that upon commencement of
the first ballot for any office and thereafter, no quorum call or point of order regarding the quorum of
the Convention or of any committee thereof shall be in order.
III. Composition of Convention
A. The Convention shall be composed of Delegates and Alternate Delegates of the respective units
they represent. Representation shall be based on a percentage of the total number of Republican
votes cast in each county and city in the last gubernatorial and presidential election combined.
Each unit delegation’s voting strength shall equal one (1) Delegate Vote for each two hundred
fifty (250) votes cast or major portion thereof for the Republican candidate in the most recent

elections for President and Governor. Each unit shall be entitled to at least one (1) Delegate Vote.
Each unit’s maximum number of Delegates is a number five (5) times its respective Delegate
Vote. Each locality’s Delegate Vote is set forth below:

B. The Delegates present in a given Unit delegation shall designate which Alternate Delegate(s)
shall vote in the place of an absent Delegate(s), except where the body electing the Delegates has
determined another method of Alternate Delegate selection. With the certification of delegates,
each unit chair will indicate whether the Delegates present and voting at the Convention shall cast
the full vote of the Unit delegation or only that percentage of the vote that reflects the number of
elected Delegates who actually attend the convention. In either case, proportionate weight shall
be given to majority and minority vote. In no event shall any person cast less than one-fifth (1/5)
of a Delegate vote.
C. The Delegates and Alternate Delegates shall be elected in county and city Mass Meetings, Party
Canvass or Conventions that shall be called for this purpose in conformity with the Plan of
Organization of the Republican Party of Virginia by each unit committee.
D. The calls for the Unit Mass Meetings, Conventions or Party Canvass to elect Delegates and
Alternate Delegates to the District Convention must be submitted to the Republican Party of
Virginia for publication on the website of the Republican Party of Virginia (www.virginia.gop )
and published on the website of the Sixth Congressional District of Virginia Republican
Committee (sixthdistrictgop.org ) in accordance with Article VIII, Section A, Paragraph 2
of the Party Plan, not less than fifteen (15) days nor more than sixty (60) days in advance of the
Unit Mass Meetings, Conventions or Party Canvass, or of any pre-file deadlines that may be
required for chosen election processes. Since no unit calls may be published prior to January 1,

2020, election of Delegates and Alternates to the District Convention shall take place between
January 16, 2020, and April 14, 2020 (inclusive) or a later date if necessitated by state or federal
COVID-19 orders. No unit pre-filing deadline shall be earlier than January 16, 2020.
E. Military Provision. Military Members [defined in Article II, Paragraph 25 of the Plan of
Organization of the Republican Party of Virginia (Party Plan) as members of the Virginia
National Guard, the United States Armed Forces, Merchant Marine, or Coast Guard] will be
selected in conformity with Article VIII, Section H, Paragraphs 6 and 7 of the Party Plan.
Military Members who are to be delegates must be identified as Military Members on the list of
certified delegates provided to the District Secretary by each unit chairman. Military Members
who will be casting candidate preference ballots shall likewise be identified at the beginning of
each list of certified delegates so that ballots may be provided to those individuals in a timely
manner. Should orders change following certification of delegates such that a Military Member
who had planned to attend the Convention becomes unable to attend, a notice to that effect shall
be provided by the unit chairman to the District Secretary so that efforts can be made to provide
the affected Military Member with a preferential ballot. In no case will a preferential ballot from
a Military Member be accepted less than three (3) days prior to the convention.
The preferential ballot provided to Military Members will allow Members to indicate their first,
second, third, etc., choices for each office such that the Member’s first choice will receive their
vote on the first ballot and the highest ranking choice on their ballot will be cast on subsequent
ballots. [For example, if the Member’s first and second choices are both eliminated from the
process as a result of the first ballot, the Member’s third choice would receive the Member’s vote
on the second ballot.] In those races where three individuals will be elected to an office (State
Central Committee representatives and National Convention delegates), the Member’s top three
preferred candidates will receive the Member’s votes on the first ballot.
IV. Filing Requirements
A. Electing three National Delegates and three National Alternates from the Sixth
Congressional District of Virginia to the Republican National Convention
Any person who desires to seek election as National Delegate or National Alternate to the Republican
National Convention must complete and submit the Official Filing Form along with a nonrefundable
fee of $100.00 by money order or personal check and return it by mail or in person to the Sixth
Congressional District Committee of the Republican Party of Virginia Secretary, Karen Kwiatkowski,
or her designee, accepting applications at 1660 Pepper Road, Mount Jackson, VA 22842, prior to 5:00
p.m. on February 1, 2020. Postmark does not govern.
B. Nominating one Elector from the Sixth Congressional District of Virginia to be voted for in
the presidential election on November 3, 2020
Any person who desires to seek election as the Presidential Elector for the Sixth Congressional
District Committee of the Republican Party of Virginia must complete and submit the Official Filing
Form along with a nonrefundable filing fee of $100.00 by money order or personal check and return it
by mail or in person to the Sixth Congressional District Committee of the Republican Party of
Virginia Secretary, Karen Kwiatkowski, or her designee, accepting applications at 1660 Pepper Road,
Mount Jackson, VA 22842, prior to 5:00 p.m. on February 1, 2020. Postmark does not govern.
C. Electing three members to the State Central Committee from the Sixth Congressional
District;
Any person who desires to seek election to the State Central Committee of the Republican Party of
Virginia must complete and submit the Official Filing Form, along with a nonrefundable filing fee of

$100.00 via money order or personal check, and return it by mail or in person to the Sixth
Congressional District Committee of the Republican Party of Virginia Secretary, Karen Kwiatkowski,
or her designee, accepting applications at 1660 Pepper Road, Mount Jackson, VA 22842, prior to 5:00
p.m. on February 1, 2020. Postmark does not govern.
D. Filing for Chairman of the Sixth Congressional District Committee of the Republican Party
of Virginia
Any person who desires to seek election as Chairman of the Sixth Congressional District Committee
of the Republican Party of Virginia must complete and submit the Official Filing Form, along with a
nonrefundable filing fee of $1000.00 via money order or personal check, and return it by mail or in
person to the Sixth Congressional District Committee of the Republican Party of Virginia Secretary,
Karen Kwiatkowski, or her designee, accepting applications at 1660 Pepper Road, Mount Jackson,
VA 22842, prior to 5:00 p.m. on February 1, 2020. Postmark does not govern.
E. Filing for Regional Vice Chairman of the Sixth Congressional District Committee of the
Republican Party of Virginia
Any person who desires to seek election as a Regional Vice Chairman of the Sixth Congressional
District Committee of the Republican Party of Virginia must complete and submit the Official Filing
Form, along with a nonrefundable filing fee of $100.00 via money order or personal check, and return
it by mail or in person to the Sixth Congressional District Committee of the Republican Party of
Virginia Secretary, Karen Kwiatkowski, or her designee, accepting applications at 1660 Pepper Road,
Mount Jackson, VA 22842, prior to 5:00 p.m. on February 1, 2020. Postmark does not govern.
F. No nominations for offices to be filled by the Convention other than officers of the
convention itself may be made from the Floor except upon the vote of two-thirds of those
Delegates present.
Any vote taken after the convention is organized (by adoption of the report of the Credentials
committee) shall be by weighted vote.
V. Delegate Registration Contribution
A voluntary contribution of $20.00 is requested of each Delegate and Alternate Delegate to the
District Convention to help defray the cost of the Convention. Unit Chairs are requested to collect and
transmit all registration contributions and a spreadsheet of all Delegates and Alternate Delegates and
their contribution to the District Treasurer, Donna Moser, 156 Abbot Circle, Harrisonburg, VA
22801.
VI. Certification of Delegates
A. The said Delegates and Alternate Delegates to the District Convention so elected shall be certified
in writing with their respective names, addresses (including zip codes), phone numbers and, as
applicable, email addresses, over the signatures of the permanent Chairman and permanent
Secretary of the Unit Mass Meeting or Convention, or of the Chairman of the Unit Committee
which may have conducted a Party Canvass to select the Delegates and Alternate Delegates.
B. The list of Delegates and Alternate Delegates must be sent to the Sixth District Committee in both
paper and electronic format using the exact electronic file which will be provided to the Unit
Committees, by the Sixth District Committee no later than January 15, 2020, by Chairman
Jennifer Brown. Said lists, both paper and electronic shall also be provided to the Credentials
Committee Chairman within fourteen (14) days of the election of delegates if 250 or fewer
delegates are elected, or within twenty-one (21) days if more than 250 delegates have been
elected.

C. All certifications shall be delivered to the Sixth District Secretary, Karen Kwiatkowski, or her
designee, at 1660 Pepper Road, Mount Jackson, VA 22842 or secretary@6thdistrictgop.org.
D. After the deadline for the certification, no change may be made, except as noted in III, E, above
or when a certified Alternate Delegate may be made a Delegate, or in the case where a correction
of a Delegate filing is required (e.g., improperly certified to the incorrect district).
E. A copy of the published call of the Convention, Mass Meeting or Party Canvass called for the
purpose of selecting Delegates and Alternate Delegates to the District Convention, must
accompany the certification with the date of publication included. A copy of the Call which is
posted on the Sixth Congressional District Committee of the Republican Party of Virginia
website, (sixthdistrictgop.org ) and Republican Party of Virginia (“RPV”) website,
(www.virginia.gop ) will be acceptable if the Call is not published in a local newspaper.

VIII. Resolutions
A. Resolutions proposed for consideration by the Sixth Congressional District Committee of the
Republican Party of Virginia Convention shall be typed and submitted to the Sixth Congressional
District Committee Secretary, Karen Kwiatkowski, accepting such resolutions via e-mail at
secretary@6thdistrictgop.org or first-class mail at 1660 Pepper Road, Mount Jackson, VA,
22842, prior to 6:00 p.m. on April 3, 2020. Resolutions after this deadline will not be accepted.
B. A Temporary Resolutions Committee of the Convention shall be appointed by the District Chair
or her designee no later than March 31, 2020.
C. The Temporary Resolutions Committee shall review all resolutions by April 27, 2020, to
determine clarity of wording and suitability under the Party Plan, the Sixth District Republican
Committee’s bylaws, and Robert’s Rules of Order. The Resolutions Committee shall work with
the individual proposing each resolution, as necessary, to clarify wording and intent of the
resolution.
D. The reviewed resolutions from the Temporary Resolutions Committee shall be posted on the
Sixth Congressional District of the Virginia Republican Committee website
(sixthdistrictgop.org) no later than April 30, 2020.

E. The Temporary Resolutions Committee Chairman or designee shall email all Unit Chairs the
reviewed resolutions no later than May 5, 2020. The Unit Chairs are encouraged to disseminate
resolutions to their unit’s Delegates and Alternate Delegates prior to the district convention.
F. The District Committee will recommend to the Convention Rules committee that resolutions be
considered only if filed by the April 3 date or as approved by a two-thirds vote of the convention.
IX. Committees
Members of the Temporary Convention Arrangements, Credentials, Nominations, Elections,
Resolutions, and Rules Committees shall be appointed by the District Chair or her designee at the
earliest possible date to allow said committees adequate time to perform their duties in advance of the
Convention subject to ratification by the Delegates present and voting at the Convention. The
Convention shall be conducted in accordance with the Plan of Organization of the Republican Party
of Virginia, and Robert’s Rules of Order, Newly Revised, 11th Edition.
X. Publication of Call
A full copy of this Call for Convention shall be posted, and available on the Sixth Congressional
District Committee of the Republican Party of Virginia website (sixthdistrictgop.org) and the
Republican Party of Virginia website (www.virginia.gop) by January 1, 2020. It will also be made
available via written request to the Sixth District Secretary. In accordance with Article 8, Section A,
Paragraph 2 of the Party Plan, the required publication in a newspaper is waived.
