Mass Meeting of the Amherst County Committee of the Republican Party of Virginia
OFFICIAL CALL
For a Mass Meeting of the Amherst County Committee of the Republican Party of Virginia.
As Chairman of the Amherst County Committee of the Republican Party of Virginia, and pursuant to the Plan of Organization and as recommended and directed by the committee, I, S. Vance Wilkins, Jr., do hereby issue this Call for a Mass Meeting to be held at the Madison Heights Community Center, 424 Woody’s Lake Road, Madison Heights, Virginia 24572, beginning at 7:00 PM EDT on April 8th, 2021. Registration begins at 5:00 PM EDT.
THE PURPOSE OF THE MASS MEETING is to:
- Elect Delegates to the Republican Party of Virginia State Convention to be held on May 8, 2021 at various locations throughout the state. Delegates from Amherst County will vote at a place to be determined near Lynchburg, between the times of 9 AM and 4 PM.
- For the transaction of such other business as may properly come before the Mass Meeting.
QUALIFICATIONS FOR PARTICIPATION
All legal and qualified voters of Amherst County, under the laws of the Commonwealth of
Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles
of the Republican Party and who, if requested, express in open meeting either orally or in writing
as may be required, their intent to support all of its nominees for public office in the ensuing
election, may participate as members of the Republican Party of Virginia in its Mass Meetings,
party canvasses, conventions or primaries encompassing their respective election districts. In
addition to the foregoing, to be in accord with the principles of the Republican Party, a person
otherwise qualified hereunder shall not have participated in Virginia in the nomination process of
a party other than the Republican Party in the last five years. A single exception to the above
shall be approved for a voter that renounces affiliation with any other party in writing, and who
expresses in writing that he/she is in accord with the principles of the Republican Party and
intends, at the time of the writing, to support the nominees of the Republican Party in the future.
A voter that utilizes the foregoing exception, and thereafter participates in the nomination
process of a Party other than the Republican Party, shall not have the benefit of the exception as
identified in this paragraph thereafter. In order to be eligible for election as a Delegate or
Alternate Delegate to any convention, an individual must be registered to vote no later than the
pre-filing deadline established by the Official Committee. A person who has made application
for registration and meets all other requirements herein, but whose name does not appear on the
local registration books solely because of the books having been closed in connection with a
local election, will nevertheless be deemed a legal and qualified voter.
MILITARY PROVISION
Military Members who are certified as delegates pursuant to paragraph 6 that are unable to attend the convention in person due to obligations of their official military orders, shall have their votes cast within their unit delegation according to candidate preference ballots. Candidate preference ballots shall list the Military Members rank order preference among candidates (i.e., first choice, second choice, third choice, etc.). Their votes shall be cast for the highest ranked choice candidate who remains eligible to receive a vote in a particular round of voting. Candidate preference ballots shall be made available by the Official Committee calling the convention no less than twenty (20) days prior to the convention and returned to the Chairman of the Official Committee that called the convention not less than three (3) days prior to the convention.
REGISTRATION
For Mass Meeting registration, all participants shall be required to provide proof of identity in the form of a valid government or employer-issued photo identification. Only those individuals who are registered at the Mass Meeting by 7:00 PM EDT on April 8, 2021, or who are in line for registration by that time, will be entitled to register and participate in the Mass Meeting.
PRE-FILING REQUIREMENTS
Persons running for Delegate to the Republican Party of Virginia State Convention to be held on May 8, 2021 must submit an official form to the Committee Secretary, L R. Hoilman of the Amherst County Republican Committee.
All forms must be received by the Secretary no later than April 1, 2021 by 5 PM to be valid.

If in person, the Secretary, or his designee will be at 299 E Monitor Road, Amherst VA 24521 to receive last minute in person filings from 4 PM until 5 PM on April 1, 2021.

If fewer qualified persons pre-file as a candidate for Delegate to the state convention than the number allowed by the Party Plan of the Republican Party of Virginia, as amended, they will be declared elected and the Mass Meeting will be canceled.
There will be no registration fees required to participate in the Mass Meeting or State Convention.
