Botetourt County GOP Mass Meeting Call for March 23rd, 2024

As Chairman of the Botetourt County Republican Committee, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Charles Simmons, do hereby issue this call for a Party Canvass to be held at Lord Botetourt High School, located at 1435 Roanoke Rd., Daleville, VA 24083, from 10:00 a.m. till 1:00 p.m. local time on March 23, 2024, for the following purposes:

  1. Elect Delegates and Alternates (max. of 565 each) to represent Botetourt County at the Republican 6th Congressional District Convention which shall be held on Saturday, May 11, 2024 at the Rockingham County Fairgrounds, 4808 S. Valley Pike, Harrisonburg, or its alternate site, starting at 10:00 A.M. local time, for the following purposes:
    1. Electing a Chairman for the Sixth Congressional District of the Republican Party of Virginia;
    2. Electing three (3) Regional Vice Chairmen for the Sixth Congressional District of the Republican Party of Virginia;
    3. Electing three (3) representatives to the State Central Committee of the Republican Party of Virginia;
    4. Nominating an elector to vote for the Republican candidate for President; and
    5. The transaction of such other business that may properly come before the Sixth Congressional District Republican Convention.

 

  1. Elect Delegates and Alternates (max. of 565 each) to represent Botetourt County at the Republican Party of Virginia’s 2024 Quadrennial Convention to be held at the Hampton Roads Convention Center on May 31 and June 1, 2024 for the following purposes:
    1. Selecting two (2) Electors At-Large to be voted for in the presidential election on November 5, 2024;
    2. Electing a State Chairman;
    3. Nominating a National Committeeman and National Committeewoman; and
    4. For the transaction of such other business as may properly come before the Convention.

 

  1. Elect a Chairman for the Botetourt County Republican Committee (Unit Chairman).

 

  1. Accept membership forms and elect members to the BCRC subject to the receipt of committee dues in the amount of $50 (good for 2 years).

Qualifications for Participation in Party Canvass
All legal and qualified voters of Botetourt County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin, or sex, who are in accord with the principles of the Republican Party, and who, if requested, express in open meeting either orally or in writing, as may be required, their intent to support all of its nominees for public office in the ensuing election, and have not been removed from membership in the Committee for openly supporting a non-Republican candidate in violation of the RPV Plan of Organization in the past four years may participate as members of the Republican Party of Virginia in this Party Canvass.

Filing Requirements
Delegates and Alternates to Sixth District and Quadrennial Conventions:

Candidates for election as Delegates (and Alternates) to either the Sixth District Convention or the 2024 Quadrennial Convention are required to pre-file by submitting a completed “Delegate Filing Form” and the required fee(s).  The form can be found at www.sixthdistrictgop.org and/or at www.botetourtgop.com.  The form and appropriate fee(s) must be received by March 15, 2024 at 5:00 p.m.  There will be no nominations from the floor for Delegates or Alternates to either Convention at this Party Canvass.  Checks must be made out to “BCRC”.

*Candidates for Delegate or Alternate Delegate at either Convention are NOT required to attend this Party Canvass to be elected.
*Delegate Filing Forms and fee(s) must be either mailed to BCRC, P.O. Box 702 Daleville, VA 24083 or hand delivered to the John Alderson Agency at 1215 Roanoke Rd. Suite 101 Daleville, VA 24083. Postmarks will not govern.

Unit Chairman:
Candidates for Unit Chairman must meet all the qualifications for participation in this Party Canvass, as previously stated herein. Candidates for Unit Chairman shall file a written statement of intent either by mail or by hand delivery.  Mailed statements of intent shall be mailed to BCRC, P.O. Box 702 Daleville, VA 24083.  Hand delivery shall be made to the John Alderson Agency at 1215 Roanoke Rd Suite 101, Daleville, VA 24083.  The statement of intent must be received no later than 5:00 p.m. on March 8, 2024Postmarks will not govern.  Written statements of intent must include the name, address, and phone number of the candidate to be valid.  There will be no nominations from the floor for the office of Chairman at this Party Canvass.

Voting for Unit Chairman:
*Pre-filing is not a requirement to vote for chairman at the Party Canvass. There is no early voting or absentee voting for Unit Chairman and all voters are required to vote in-person, during the hours of the Party Canvass.   Those wishing to vote for Unit Chairman will be required to present a Virginia government issued photo I.D., be a registered voter in Botetourt County, and will be required to sign a pledge. In addition, individuals who have been removed from the Botetourt County Republican Committee for supporting non-Republican candidates in the last four years will not be allowed to participate in the Party Canvass.

Committee Membership:
All persons eligible to participate in the Party Canvass will be eligible to be elected members of the Botetourt County Republican Committee upon submission of a completed membership application form and payment of $50 in dues (good for 2 years). Membership forms can be found at www.botetourtgop.com.  Those who submit the form and payment at the Party Canvass, and are deemed eligible to vote at the Canvass, are eligible to be elected a member of the BCRC on the date of the Party Canvass. However, membership in the BCRC is continuously open. All who qualify to participate in this Party Canvass, but who are unable or otherwise choose not to apply for membership at this Party Canvass, are allowed to submit a membership form along with the required dues of $50 up until April 8, 2024 at 5:00 p.m.  Membership forms and dues not submitted in-person at the Party Canvass are required to be mailed to: BCRC, P.O. Box 702, Daleville, VA 24083. Checks must be made out to “BCRC.”  Members in good standing of the Botetourt County Republican Women’s Club as of March 8, 2024, who have paid their annual dues of $50 to that organization, along with an additional $5 annual fee as allowed by the BCRC bylaws for dual membership in both organizations will be deemed to be members of the Botetourt County Republican Committee.
* Membership forms and the $50 biennial (every two years) dues payment will still be accepted after April 8 2024; however, those individuals who submit membership forms and payment after this date will not be considered voting members on the BCRC membership roll for the first called meeting of the new term.

Cancellation of Party Canvass
The party canvass will be cancelled if each of the following conditions are met:

  1. Fewer than 566 qualified persons timely and properly prefile to be Delegates (and Alternates) to the Republican 6th Congressional District Convention.
  2. Fewer than 566 qualified persons timely and properly prefile to be Delegates (and Alternates) to the 2024 Quadrennial Convention.
  3. Only one qualified person timely and properly files a written statement of intent to run for Chairman of the Botetourt County Republican Committee.

If all the above conditions are met then:
a)      The Party Canvass will be cancelled, and
b)      The following will be deemed elected to their respective offices as of March 15, 2024:

  1. All qualified candidates for Delegate and Alternate Delegate who timely and properly pre-filed before the Party Canvass and meet the requirements in this Call, and
  2. The sole candidate who timely and properly filed for election as Unit Chairman.
  3. Eligible members who have submitted their membership forms and biennual (every two years) dues of $50 by the deadline of April 8, 2024, will be deemed to be members of the Botetourt Republican Committee for purposes of conducting business at the first called meeting of the new term.

*A notice that the Party Canvass has been cancelled will be posted at www.botetourtgop.com, Committee’s Facebook page and will be emailed to all current members with email addresses on file.
