Mass Meeting of the Botetourt County Republican Committee Saturday, March 21, 2020 at 10:00 AM
Read Mountain Middle School, 182 Orchard Hill Drive, Cloverdale, VA 24077
As Chairman of the Botetourt County Republican Committee, and pursuant to the Plan of Organization of the Republican Party of Virginia and as recommended and directed by the Committee, I, Donald Helms, do hereby issue this call for a Mass Meeting to be held at Read Mountain Middle School, 182 Orchard Hill Drive, Cloverdale, VA 24077, or its alternate site, starting at 10:00 AM EST on Saturday, March 21, 2020 for the following purposes:
- Electing a Unit Chairman;
- Electing members of the Botetourt County Republican Committee as follows:Daleville, 82; Greenfield, 100; Blue Ridge, 90; Rainbow Forest, 93; Buchanan, 77; Mill Creek, 74; Eagle Rock, 53; Fincastle, 101; Troutville, 53; Cloverdale, 112; At-Large, 251;
- Electing up to 450 Delegates and an equal number of Alternates to the District Convention of the Sixth Congressional District, to be held on May 30, 2020 at Central High School, 1147 Susan Avenue, Woodstock VA 22664, beginning at 10am for the purpose of a District Convention for the following purposes:
- A) Electing three (3) National Delegates and three (3) National Alternates from the Sixth Congressional District of Virginia to the Republican National Convention;
- B) Nominating one (1) Elector from the Sixth Congressional District of Virginia to be voted for in the presidential election on November 3, 2020;
- C) Electing a Chairman for the Sixth Congressional District of the Republican Party of Virginia;
- D) Electing three (3) Regional Vice Chairmen for the Sixth Congressional District of the Republican Party of Virginia;
- E) Electing three (3) members to the State Central Committee from the Sixth Congressional District;
- F) The transaction of such other business that may properly come before the Sixth Congressional District Republican Convention.
- Electing up to 450 Delegates and an equal number of Alternates to the State Convention, to be held on May 1-2, 2020 at Richmond Convention Center, 403 N 3rd St, Richmond, VA 23219, beginning at 2:30pm for the purpose of :
- A) Binding Virginia Delegates to the 2020 Republican National Convention as to their choice for President on the first ballot by a Presidential Preference Poll;
- B) Electing 12 At-Large Delegates (“National Delegates”) and 12 At-Large Alternate Delegates (“National Alternates”) to the Republican National Convention to be held on August 24-27,2020 at the Spectrum Center, Charlotte, NC in (or its alternate site) (the “National Convention”);
- C) Nominating two Electors At-Large to be voted for in the presidential election on November 3, 2020;
- D) Electing a State Chairman;
- E) Nominating a National Committeeman and National Committeewoman;
- F) And for the transaction of such other business as may properly come before theConvention.

Qualifications for Participation
All legal and qualified voters of Botetourt County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in this Mass Meeting, subject to the provisions in Article I of the Plan of Organization.
Mass Meeting participants must present one of the forms of identification listed in § 24.2-643 of the Code of Virginia in order to participate.
In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in a nomination process of a party other than the Republican Party within the last five (5) years. A single exception shall be approved for a voter who renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter who utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of the exception thereafter. Within 30 days of receipt, the Official Committee shall provide a copy of this signed renunciation statement to the Republican Party of Virginia, to be maintained for a period of five (5) years.
Mass Meeting participants may pay a voluntary registration fee of twenty-five dollars.
Filing Requirements
Botetourt County Republican Committee Membership
Candidates for election or nomination as a member of the Botetourt County Republican Committee shall file a written statement and include a check or payment of a $50 for membership dues with Chairman Donald Helms by e-mail at mtgperson@aol.com or by delivery to PO Box 502, Daleville, VA 24083. The written statement must be received by Friday, March 13, 2020 5:00 PM; postmarks do not govern. If the mass meeting is held, a written statement of filing may be made at the meeting. The statement must be made on an official Botetourt County Republican Committee filing form, which is available at BotetourtGOP.com.
Botetourt County Republican Committee Unit Chair
Candidates for election as Unit Chair of the Botetourt County Republican Committee must file a written statement with Chairman Donald Helms by e-mail at mtgperson@aol.com or by delivery to PO Box 502,
Daleville, VA 24083. The written statement must be received by March 13, 2020 5:00 PM; postmarks do not govern. If the mass meeting is held, a written statement of filing may be made at the meeting. The
statement must be made on an official Botetourt County Republican Committee filing form, which is available at BotetourtGOP.com.
Sixth Congressional District Convention
Candidates for election as a delegate or alternate to the 6th District Convention must file a written
statement with Chairman Donald Helms by e-mail at mtgperson@aol.com or by delivery to PO Box 502, Daleville, VA 24083. The written statement must be received by March 13, 2020 5:00 PM; postmarks do not govern.If the mass meeting is held, a written statement of filing may be made at the meeting. The statement must be made on an official Botetourt County Republican Committee filing form, which is available at BotetourtGOP.com. A voluntary contribution of $20.00 is requested of each Delegate and Alternate Delegate to the District Convention to help defray the cost of the Convention. Unit Chairs are requested to collect and transmit all registration contributions and a spreadsheet of all Delegates and Alternate Delegates and their contribution to the District Treasurer, Donna Moser, 156 Abbot Circle, Harrisonburg, VA 22801.
State Quadrennial Convention
Candidates for election as a delegate or alternate to the State Quadrennial Convention must file a
written statement with Chairman Donald Helms by e-mail at mtgperson@aol.com or by delivery to PO Box 502, Daleville, VA 24083. The written statement must be received by March 13, 2020 5:00 PM; postmarks do not govern. If the mass meeting is held, a written statement of filing may be made at the meeting. The statement must be made on an official Botetourt County Republican Committee filing form, which is available at BotetourtGOP.com. To assist the operations of the Republican Party of Virginia in supporting unit mass meetings and conventions, and the administration of the state Convention, a Delegate Registration Fee of Thirty-Five Dollars ($35.00) is requested of each person standing for election as a delegate or alternate delegate to the state Convention. Any delegate who fails to pay the registration fee may participate only in the Presidential Preference Poll.
Military Members as Delegates
Military Members (any members of the Virginia National Guard, or the United States Armed Forces, Merchant Marine, or Coast Guard currently serving on active duty) who comply with these filing requirements shall not be required to be elected, but shall be declared delegates pursuant to Article VIII, Section H. of the Plan of Organization of the Republican Party of Virginia.
Military Member delegates or alternate delegates that are unable to attend the convention in person due to obligations of their official military orders, shall have their votes cast within their unit delegation according to candidate preference ballots. Instructions regarding the casting of candidate preference ballots are available in the Call for the Convention, which is available on the website of the Republican Party of Virginia, virginia.gop.
Registration
Registration begins one hour prior to the start of the Mass Meeting. Only those persons who have registered or who are in line to register at the scheduled Mass Meeting start time will be eligible to participate in discussion or vote during the meeting.
Cancellation
If not more than the number of persons to be nominated or elected shall file for any office, then such properly filed persons shall be declared nominated or elected as the case may be, and no election will
occur for that office. Should all elections be canceled, the Mass Meeting will also be canceled. A notice of cancellation will be posted on the website of the Republican Party of Virginia (Virginia.gop), Sixth District Republican Committee (sixthdistrictgop.org) & Botetourt County Republican Committee Facebook (Facebook.com/BotetourtCountyRepublicans).
Resolutions
No resolutions shall be considered by the Mass Meeting.
Publication
This Call shall be posted on the website of the Republican Party of Virginia (virginia.gop), website of the Botetourt County Republican Committee (botetourtgop.com) and the Botetourt County Republican Committee waived the newspaper publication requirement by a two-thirds vote.
