2020 LYNCHBURG REPUBLICAN CITY COMMITTEE OFFICIAL CALL FOR A MASS MEETING
As Chairman of the Lynchburg Republican City Committee (“LRCC”), pursuant to the Republican Party of Virginia Plan of Organization, and as recommended and directed by the LRCC, I, Eric Harrison, do hereby issue this call for a Mass Meeting to be held at Liberty Mountain Conference Center, 3700 Candlers Mountain Road, Lynchburg, Virginia 24502 on Monday, March 23, 2020, registration starting at 6:00 PM and meeting beginning at 7:00 PM, or at an alternate location, date and/or time, for the following purposes:
1. Elect the Lynchburg Republican City Committee Chairperson for the 2020-2022 term;
2. Elect the members of the Lynchburg Republican City Committee for the 2020-2022 term;
3. Elect up to 580 Delegates and up to an equal number of Alternate Delegates to the Sixth District Republican Convention to be held on May 30, 2020, or alternate date, at Central High School, 1147 Susan Avenue, Woodstock, VA 22664, or alternate location, starting at 10:00 A.M., for the purpose of:
a. Electing three (3) National Delegates and three (3) National Alternate Delegates from the Sixth Congressional District of Virginia to the Republican National Convention;
b. Nominating one (1) Elector from the Sixth Congressional District of Virginia to be voted for in the presidential election on November 3, 2020;
c. Electing a Chairperson for the Sixth Congressional District of the Republican Party of Virginia;
d. Electing three (3) Regional Vice Chairpersons for the Sixth Congressional District of the Republican Party of Virginia;
e. Electing three (3) members to the State Central Committee of the Republican Party of Virginia from the Sixth Congressional District;
f. The transaction of such other business that may properly come before the Sixth Congressional District Republican Convention.
4. Elect up to 580 Delegates and up to an equal number of Alternate Delegates to the Republican Party of Virginia’s 2020 Quadrennial State Convention to be held on May 1-2, 2020, or alternate date, at Liberty University’s Vines Center, Lynchburg Virginia, or its alternate location, for the purpose of:
a. Binding Virginia Delegates to the 2020 Republican National Convention as to their choice for President on the first ballot by a Presidential Preference Poll;
b. Electing 12 At-Large Delegates (“National Delegates”) and 12 At-Large Alternate Delegates (“National Alternates”) to the Republican National

Convention (the “National Convention”); to be held on August 24-27, 2020, at the Spectrum Center, Charlotte, NC (or its alternate date and/or site)
c. Nominating two Electors At-Large to be voted for in the presidential election on November 3, 2020;
d. Electing a State Chairperson;
e. Nominating a National Committeeman and National Committeewoman;
f. And for the transaction of such other business as may properly come before the Convention
5. For the transaction of other such business as may properly come before the mass meeting.
QUALIFICATIONS FOR PARTICIPATION
All legal and qualified voters in the City of Lynchburg under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required their intent to support all of its nominees for public office in the ensuing election may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions, or primaries encompassing their respective election districts.
In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in a nomination process of a party other than the Republican Party within the last five (5) years. A single exception shall be approved for a voter who renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter who utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of the exception thereafter. Within 30 days of receipt, the Official Committee shall provide a copy of this signed renunciation statement to the Republican Party of Virginia, to be maintained for a period of five (5) years.

A Delegate Registration Fee of Thirty-Five Dollars ($35.00) is requested of each person standing for election as a delegate or alternate delegate to the state Convention. Any delegate who fails to pay the registration fee may participate only in the Presidential Preference Poll.
FILING REQUIREMENTS FOR COMMITTEE CHAIR
Candidates for election as Lynchburg Republican City Committee Chair must prefile a written statement of their intent on a form provided by the Committee to the Lynchburg Republican City Committee, C/O Patsy Walker, Committee Secretary, Post Office Box 12237, Lynchburg Virginia, 24506 or by physical delivery to 2432 Indian Hill Road, Lynchburg Virginia 24503, which must be received not later than 8:00 PM on Monday, March 9, 2020. Postmarks do not govern.

Candidates for Lynchburg Republican City Committee Chair shall include a $100 check to the Lynchburg Republican City Committee when submitting their written statement. In the event that only one candidate for Committee Chair submits a written statement of intent the $100 fee shall be returned.

MILITARY MEMBERS AS DELEGATES
Military Members (any members of the Virginia National Guard, or the United States Armed Forces, Merchant Marine, or Coast Guard currently serving on active duty) who comply with these filing requirements shall not be required to be elected, but shall be declared delegates pursuant to Article VIII, Section H. of the Plan of Organization of the Republican Party of Virginia.
Military Member delegates or alternate delegates who are unable to attend the convention in person due to obligations of their official military orders shall have their votes cast within their unit delegation according to candidate preference ballots. Instructions regarding the casting of candidate preference ballots are available in the Call for the Convention, which is available on the website of the Republican Party of Virginia, www.virginia.gop.
REGISTRATION
Registration begins one hour prior to the start of the Mass Meeting. Only those persons who have registered or who are in line to register at the scheduled Mass Meeting start time will be eligible to participate in discussion or vote during the meeting.
RESOLUTIONS
No resolutions shall be considered by the Mass Meeting.
PUBLICATION
This mass meeting call, along with pre-file and candidate forms, shall be published on the Republican Party of Virginia website http://virginia.gop/, on the Virginia Sixth Congressional District Republican Committee website https://sixthdistrictgop.org/, and on the LRCC website http://www.lynchburgrepublicanparty.com.
The Lynchburg Republican City Committee has, by a 2/3 vote of the Committee, waived the requirement to publish this call in a newspaper of general circulation.
