Roanoke City Republican Committee

As Chairman of the Roanoke City Republican Committee, and pursuant to the Plan of
Organization and as recommended and directed by the Committee, I, Charles Nave, do hereby
issue this call for a Mass Meeting to be held at 316 Mountain Avenue SW, Roanoke, VA 24016,
starting at 10:00am local time on May 30, 2020, for the purposes of: (a) nominating one (1)
candidate for Mayor of the City of Roanoke to be voted for in the General election on November
3, 2020; (b) nominating up to three (3) Republican candidates for the office of City Council for
the City of Roanoke to be voted for in the General election on November 3, 2020; and (c) for the
transaction of such other business as may properly come before the mass meeting.
Qualifications for Participation
All legal and qualified voters registered to vote in the City of Roanoke under the laws of the
Commonwealth of Virginia, regardless of race, religion, national origin, or sex, and who are in
accord with the principles of the Republican Party and who, if requested, express in open
meeting either orally or in writing as may be required, their intent to support all of its nominees
for public office in the ensuing election, may participate as members of the Republican Party of
Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their
respective election districts.
Filing Requirements
Candidates for the nomination for Mayor or City Council at said mass meeting shall file a written
statement of intent by email to roanokecitygop@gmail.com, which must be received not later
than 9:00am on May 6, 2020. There will be no nominations from the floor of the mass meeting.
A nominating committee appointed by the Roanoke City Republican Committee chairman shall
determine whether candidate applicants hold to Republican ideals, will support Republican
candidates, and are not affiliated or aligned with other political parties. Candidates will be
considered “properly filed” only upon receipt of the nominating committee’s approval.
Any candidate withdrawals must be written, signed, notarized, and delivered to 316 Mountain
Avenue SW, Roanoke, VA 24016 via USPS or scanned and emailed to
roanokecitygop@gmail.com. Any such withdrawals are effective when received.
Registration Fee
There will be no registration fee to participate in this mass meeting. Doors will open for
registration at 9:30am. All qualified voters who wish to participate in the mass meeting must be
in line by 10:00am and have valid photo id.
Cancellation of Mass Meeting
If (a) fewer than two candidates properly file for Mayor and do not withdraw and (b) fewer than
four candidates properly file for City Council and do not withdraw, then said candidates shall be
declared the nominees for their respective offices and no mass meeting will be held. If no
candidates properly file for either office, then no mass meeting will be held.
If the mass meeting has not already been cancelled by operation of the preceding paragraph, and
if any order issued by the Governor of Virginia prohibiting in-person meetings of a sufficient
number of individuals to conduct the nomination process in a fair and equitable manner is still in
effect as of May 7, 2020, then the mass meeting shall be cancelled so that the Committee
Chairman can issue a call to decide the nominations pursuant to Article VII, Section E of the
State Party Plan before the deadline enforced by the State Board of Elections.
