2020 Mass Meeting of Roanoke City Committee
of the Republican Party of Virginia

As Chairman of the Roanoke City Committee of the Republican Party of Virginia, and pursuant
to the Plan of Organization and as recommended and directed by the Committee, I, Charlie Nave,
do hereby issue this call for a Mass Meeting to be held at the Fellowship Hall of the Garden City
Baptist Church (to get to the Fellowship Hall, drive down into the parking lot and turn left
around the back of the building) located at 3536 Garden City Boulevard, Roanoke, VA 24014,
starting at 4:00 PM local time (doors will open at 3:30 PM) on March 14th, 2020, for the
following purposes:

1. Elect Delegates and Alternates to represent Roanoke City at the State Convention of the
Republican Party of Virginia which shall be held on Saturday, May 2, 2020 at the Liberty
University Vines Center in Lynchburg, Virginia. The Roanoke City Republican
Committee shall have a maximum of 475 delegates. At the State Convention, the
Delegates will a) vote on a Presidential Preference poll to bind the statewide Virginia
delegation to the 2020 RNC convention as to their choice for President, b) elect 12 At-
Large Delegates and 12 At-Large Alternates to the Republican National Convention to be
held in Charlotte NC, c) nominate 2 Electors At-Large to be voted for in the presidential
election on November 3, 2020, d) elect a State Chairman, e) nominate a National
Committeeman and National Committeewoman and f) to transact such other business as
may properly come before the Convention; and
2. Elect Delegates and Alternates to represent Roanoke City at the Republican 6th
Congressional District Convention which shall be held on Saturday, May 30, 2020 at the
Central County High School, 1147 Susan Avenue, Woodstock, Virginia 22664. The
Roanoke City Republican Committee shall have a maximum of 475 delegates. At the
District Convention, the Delegates will elect a District Chairman, three Regional Vice-
Chairmen, three Representatives to the State Central Committee, and three Delegates and
three Alternates to the National Convention, and one Presidential Elector; and
3. Elect a Chairman for the Roanoke City Republican Committee; and
4. Elect the members of the Roanoke City Republican Committee; and
5. To transact such other business that may properly come before the participants in a mass
meeting.
Qualifications for Participation
All legal and qualified voters of Roanoke City under the laws of the Commonwealth of Virginia,
regardless of race, religion, national origin, or sex, who are in accord with the principles of the
Republican Party, and who, if requested, express in open meeting either orally or in writing, as
may be required, their intent to support all of its nominees for public office in the ensuing
election may participate as members of the Republican Party of Virginia in its mass meetings,
party canvasses, conventions, or primaries encompassing their respective election districts.
Filing Requirements
Convention Delegates and Committee Members:
Candidates for election as Delegates (and Alternates) to the May 30th 6th District Convention,
and/or the May 2, 2020 State Convention, and/or members of the Roanoke City Republican
Committee may notify the Chairman of the Committee of his or her intention by pre-filing
pursuant to the requirements stated herein. Such candidates who pre-file do not need to be
present at the Mass Meeting to be elected as a delegate or committee member. Candidates for
delegate or committee member must prefile by noon on March 6th, 2020. Postmarks do not
govern. There will be no nominations from the floor for Delegates or Alternates to the Sixth
District Republican Committee Convention or to the State Convention of the Republican Party of
Virginia.
Pre-filing forms must be sent to Charles Nave at 316 Mountain Avenue, SW, Roanoke, VA 24016
via mail or dropped off in the mail slot in the door on the right side of the porch.

Chairman:
Candidates for election to the position of Chairman of the Roanoke City Republican Committee
shall file a written statement of intent either by mail or by hand delivery, and accompanied by a
$300 check payable to the Roanoke City Republican Committee for the nonrefundable filing fee,
to Mac Westland, Secretary, whose mailing address is 2216 Blenheim Rd, SW, Roanoke, VA
24015. The statement of intent and check must be received not later than noon on February 7,
2020. Postmarks will not govern. There will be no nominations from the floor for the office of
Chairman.
Committee Members:
All persons eligible to participate in the mass meeting will be eligible to be elected members of
the Roanoke City Republican Committee.
Cancellation of Mass Meeting
The mass meeting will be cancelled if each of the following conditions are met:
1. Fewer than 476 qualified persons timely and properly prefile to be Delegates to the State
Convention of the Republican Party of Virginia.
2. Fewer than 476 qualified persons timely and properly prefile to be Delegates to the
Republican 6th Congressional District Convention.
3. Only one qualified person timely and properly files a written statement of intent,
accompanied by the filing fee, to run for chairman of the Roanoke City Republican
Committee.
If all the above conditions are met then:
a) the mass meeting will be cancelled, and
b) the following will be deemed elected to their respective offices as of March 14:
a. the members of the committee, and
b. all candidates for delegate who timely and properly pre-filed before the mass
meeting and meet the requirements of the call, and
c. the sole candidate who timely and properly filed for election as Chairman.
c) A notice that the mass meeting has been cancelled will be posted at
www.roanokegop.org.
Publication
This call shall be posted on the website of the Republican Party of Virginia (virginia.gop) and of
the Roanoke City Republican Committee (Roanokegop.org). The Roanoke City Republican
Committee waived the newspaper publication requirement by a two-thirds vote.
