2020 Mass Meeting of the
Roanoke County Republican Party
As Chairman of the Roanoke County Committee of the Republican Party, and pursuant to the Plan Of
Organization and as recommended and directed by the Committee, I, Dan Webb, do hereby issue this
call for a Mass Meeting to be held at the South County Library, located at 6303 Merriman Road,
Roanoke, Virginia or an alternative location, starting at 6:30 p.m. local time on Thursday, March 26, 2020
for the following purposes:
a) Electing the Roanoke County Republican Party Chairman for the 2020-2022 term;
b) Electing members of the Roanoke County Republican Committee for the 2020-2022 term as follows:
up to 385 precinct members, respectively, and up to 116 at-large members;
c) Electing up to 275 Delegates and an equal number of Alternates to the Ninth District Republican
Convention, to be held on Saturday, April 18, 2020 at George Wythe High School 1 Maroon Way,
Wytheville, Virginia or alternate location, starting at 10 a.m. local time for the following purposes:
1. Electing three (3) National Delegates and three (3) National Alternates from the Ninth
Congressional District of Virginia to the 2020 Republican National Convention;
2. Nominating one (1) Elector from the Ninth Congressional District of Virginia to be voted for in
the presidential election on November 3, 2020;
3. Electing the Chairman for the Ninth Congressional District of the Republican Party of Virginia for
the 2020-2022 term;
4. Electing (3) Members of the State Central Committee from the Ninth Congressional District; and
5. The transaction of such other business that may properly come before the Ninth Congressional
District Republican Convention.
d) Electing up to 765 Delegates and an equal number of Alternates to the Sixth District Republican
Convention to be held on Saturday, May 30, 2020 at Central High School, 1147 Susan Avenue,
Woodstock, Virginia or alternate location, starting at 10 a.m. local time for the following purposes:
1. Electing three (3) National Delegates and three (3) National Alternates from the Sixth
Congressional District of Virginia to the 2020 Republican National Convention;
2. Nominating one (1) Elector from the Sixth Congressional District of Virginia to be voted for in the
presidential election on November 3, 2020;
3. Electing the Chairman for the Sixth Congressional District of the Republican Party of Virginia for
the 2020-2022 term;
4. Electing three (3) Regional Vice Chairmen for the Sixth Congressional District of the Republican
Party of Virginia;
5. Electing three (3) members to the State Central Committee from the Sixth Congressional
District; and
6. The transaction of such other business that may properly come before the Sixth Congressional
District Republican Convention.
e) Electing up to 209 Delegates and an equal number of Alternates to the Republican Party of Virginia
Quadrennial Convention to be held on May 1-2, 2020 at Liberty University Vines Center, 1971 University
Boulevard, Lynchburg, Virginia or alternate location for the following purposes:
1. Binding Virginia Delegates to the 2020 Republican National Convention as to their choice for
President on the first ballot by a Presidential Preference Poll;
2. Electing 12 At-Large Delegates (“National Delegates”) and 12 At-Large Alternate Delegates
(“National Alternates”) to the Republican National Convention to the 2020 Republican National
Convention;
3. Nominating two Electors At-Large to be voted for in the presidential election on November 3,
2020;
4. Electing a State Chairman of the Republican Party of Virginia for the 2020-2024 term;
5. Nominating a National Committeeman and National Committeewoman;
6. And for the transaction of such other business as may properly come before the Convention.
f) And for the transaction of such other business as may properly come before the Mass Meeting, or it’s
alternate location, for the following purposes:
Qualifications for Participation
All legal and qualified voters under the laws of the Commonwealth of Virginia, regardless of
race, religion, national origin or sex, who are in accord with the principles of the Republican
Party, and who, if requested, express in open meeting either orally or in writing as may be
required their intent to support all of its nominees for public office in the ensuing election may
participate as members of the Republican Party of Virginia in its mass meetings, party canvasses,
conventions, or primaries encompassing their respective election districts.
A voter who, subsequent to making a statement of intent, publicly supports a candidate in
opposition to a Republican nominee shall not be qualified for participation in party actions for a
period of four years.
In addition to the foregoing, to be in accord with the principles of the Republican Party, a person
otherwise qualified hereunder shall not have participated in Virginia in the nomination process of
a party other than the Republican Party within the last five years. A single exception to 4 shall be
approved for a voter that renounces affiliation with any other party in writing, and who expresses
in writing that he/she is in accord with the principles of the Republican Party and intends, at the
time of the writing, to support the nominees of the Republican Party in the future. Any voter that
utilizes the foregoing exception, and thereafter participates in the nomination process of a party
other than the Republican Party, shall not have the benefit of the exception thereafter. Within 30
days of receipt, the Official Committee shall provide a copy of this signed renunciation statement
to the Republican Party of Virginia, to be maintained for a period of five years.
Filing Requirements
Candidates for election as Roanoke County Republican Party Chairman must prefile a written
statement of their intent on a form provided by the Committee to Roanoke County Republican
Committee, PO Box 20923, Roanoke, VA 24018 or by physical delivery to 2009 Montclair
Drive, Roanoke, VA 24019, which must be received not later than 12:00 p.m., noon, on January
31, 2020. Postmarks do not govern. Candidates for Roanoke County Republican Party Chairman
shall include a $250.00 check to the Roanoke County Republican Committee when they submit

Registration Fee and Additional Information
There will be $5.00 voluntary registration fee to participate in this Mass Meeting. Registration
for mass meeting participants will begin at 5:30 p.m. and close at the start of the Mass Meeting.
Participants may register in advance by mailing a written statement to P.O. Box 20923, Roanoke,
VA 24018 not later than 12:00 p.m., noon, on March 24, 2020.
No resolutions shall be considered by the Mass Meeting.
