Mass Meeting
of the Staunton City Republican Committee
of the Republican Party of Virginia
As Chairman of the Staunton City Republican Committee of the Republican Party of
Virginia, and pursuant to the Plan of Organization, and as recommended and directed by
the Committee, I, Matthew Fitzgerald, do hereby issue this call for a Mass Meeting to be
held at the Staunton City Hall, 116 West Beverley Street, Staunton, VA 24401 on Tuesday,
February 25, 2020 starting at 7:30 pm for the following purposes:
a) Electing a Unit Chairman;
b) Electing up to 45 members of the Unit Committee;
c) Electing up to 175 Delegates* and an equal number of Alternates to the
Republican Party of Virginia 2020 Quadrennial Convention on May 2, 2020 at Vines
Center, 1971 University Boulevard, Lynchburg, VA 24502 beginning at 10:00 am for
the purposes of:
I. Binding Virginia Delegates to the 2020 Republican National Convention as to
their choice for President on the first ballot by a Presidential Preference Poll;
II. Electing 12 At-Large Delegates (“National Delegates”) and 12 At-Large
Alternate Delegates (“National Alternates”) to the Republican National
Convention to be held on August 24-27, 2020 at the Spectrum Center,
Charlotte, NC in (or its alternate site)(the “National Convention”);
III. Nominating two Electors At-Large to be voted for in the presidential election
on November 3, 2020;
IV. Electing a State Chairman;
V. Nominating a National Committeeman and National Committeewoman;
VI. And for the transaction of such other business as may properly come before
the Convention.
*Each unit’s maximum number of delegates is a number five (5) times its Delegate
Voting strength proportional to the State Convention. Staunton Delegate Voting
Strength is 35, therefore up to 175 delegates may represent Republican voters in
Staunton;
d) Electing up to 175 Delegates and an equal number of Alternates to the 6th
Congressional District Republican Convention to be held at Central High School,
1147 Susan Avenue, Woodstock, VA 22664, or alternate location, starting at 10:00
A.M. local time on May 30, 2020, or alternate date, for the following purposes:
I. Electing three (3) National Delegates and three (3) National Alternates from
the Sixth Congressional District of Virginia to the Republican National
Convention;
II. Nominating one (1) Elector from the Sixth Congressional District of Virginia to
be voted for in the presidential election on November 3, 2020;
III. Electing a Chairman for the Sixth Congressional District of the Republican
Party of Virginia;
IV. Electing three (3) Regional Vice Chairmen for the Sixth Congressional District
of the Republican Party of Virginia;
V. Electing three (3) members to the State Central Committee from the Sixth
Congressional District;
VI. The transaction of such other business that may properly come before the
Sixth Congressional District Republican Convention.
*Each unit’s maximum number of delegates is a number five (5) times its Delegate
Voting strength proportional to the District Convention. Staunton Delegate Voting
Strength is 35, therefore up to 175 delegates may represent Republican voters in
Staunton;
e) For the transaction of such other business as may properly come before the mass
meeting.
I. Qualifications for Participation
a) All legal and qualified voters in the City of Staunton, under the laws of the
Commonwealth of Virginia, regardless of race, religion, national origin or sex, who
are in accord with the principles of the Republican Party and who, if requested,
express in open meeting either orally or in writing as may be required, their intent
to support all of its nominees for public office in the ensuing election, may
participate as members of the Republican Party of Virginia participate in this Mass
Meeting, subject to the provisions in Article I of the Plan of Organization.
b) Military Members (any members of the Virginia National Guard, or the United
States Armed Forces, Merchant Marine, or Coast Guard currently serving on active
duty) who comply with these filing requirements shall not be required to be
elected, but shall be declared delegates pursuant to Article VIII, Section H. of the
Plan of Organization of the Republican Party of Virginia.
c) Executed versions of the attached Statement of Qualifications shall be used to
assist the Convention Credentials Committee in determining qualifications.
II. Filing Requirements:
a) Candidates for election of unit chair shall file the attached official pre-file form,
along with a letter of intent, by mail or in person no later than 5:00 p.m. on Friday,
February 7th, 2020, to Ms. Betty Jordan, at 303 Sussex Drive, Staunton, VA 24401;
postmarks do not govern. If the pre-file form is submitted in person on the
deadline date, it must be received in person by Ms. Jordan before 5pm.
b) An official pre-file form for those seeking membership to the Staunton Republican
Committee, and/or who wish to be elected as delegate to the 6th District
Convention and/or who wish to be elected as a delegate to the Republican Party
of Virginia State Convention, is attached. Individuals may pre-file by submitting
the attached form by mail or in person to Ms. Betty Jordan, at 303 Sussex Drive,
Staunton, VA 24401, by Friday, February 21 at 5pm; postmarks do not govern. If
the pre-file form is submitted in person on the deadline date, it must be received
in person by Ms. Jordan before 5pm.
c) Please note, if not more than 1 person pre-files for chair AND not more than 45
people pre-file for committee membership AND not more than 175 people pre-file
for the 6th District convention, AND not more than 175 people pre-file for the
State Convention, the qualified pre-filed candidates are considered elected and
the mass meeting will be canceled.
d) Military Members as Delegates
a. Military Members (any members of the Virginia National Guard, or the
United States Armed Forces, Merchant Marine, or Coast Guard currently
serving on active duty) who comply with these filing requirements shall not
be required to be elected, but shall be declared delegates pursuant to
Article VIII, Section H. of the Plan of Organization of the Republican Party of
Virginia.
b. Military Member delegates or alternate delegates that are unable to
attend the convention in person due to obligations of their official military
orders, shall have their votes cast within their unit delegation according to
candidate preference ballots. Instructions regarding the casting of

c. Qualified Delegates who would like to serve in the Military Delegation in
lieu of serving as a Delegate for the Staunton City Republican Committee
should notify Matt Fitzgerald, Chairman, mattfitz82@yahoo.com along
with their Delegate application. Qualifying Military Members will be sent a
Ballot Preference Form to be returned as directed prior to the Convention.
e) There will be no nominations from the floor for the office of Unit Chair.
f) Should a mass meeting occur, doors open for registration at 7:00 p.m. All qualified
voters who wish to participate in the mass meeting must be in line by 7:29pm and
have valid photo id.
III. Registration Fee
a) A voluntary contribution of $5 is requested to participate in this mass meeting.
b) To assist the operations of the Republican Party of Virginia in supporting unit mass
meetings and conventions, and the administration of the state Convention, a
candidate filing fee of Thirty-Five Dollars ($35.00) is requested of each person
standing for election as a delegate or alternate delegate to the Convention.
Failure to pay the requested filing fee will not result in disqualification.
c) To assist the operations of the Sixth Congressional District Republican Committee
in the administration of the Convention, a voluntary contribution of Twenty
Dollars ($20.00) is requested of each Delegate and Alternate Delegate to the
District Convention to help defray the cost of the Convention.
d) Cash and Checks are accepted. Checks shall be made payable to the Staunton
Republican Committee, and signed by the participant/delegate.
IV. Publication
This call, along with pre-file and candidate forms, will be published at

Electronic copies will be sent to all current committee members with valid email
addresses.
