Call for a Mass Meeting

As Chairman of the Waynesboro Republican Committee of the Republican Party of Virginia, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Ken Adams, do hereby issue this notice and call for a Mass Meeting to be held on Saturday, March 7, 2020, at 10:00 am, at the Waynesboro Elks Lodge, 1700 Harvard Road, Waynesboro, Virginia 22980.
The purposes of the Mass Meeting are to:
1. Elect Delegates and Alternates to represent Waynesboro at the State Convention of the Republican Party of Virginia which shall be held on Saturday, May 2, 2020 at the Liberty University Vines Center in Lynchburg, Virginia. The Waynesboro Republican Committee shall have a maximum of 160 delegates. At the State Convention, the Delegates will a) vote on a Presidential Preference poll to bind the statewide Virginia delegation to the 2020 RNC convention as to their choice for President, b) elect 13 At-Large Delegates and 13 At-Large Alternates to the Republican National Convention to be held in Charlotte NC, c) nominate 2 Electors At-Large to be voted for in the presidential election on November 3, 2020, d) elect a State Chairman, e) nominate a National Committeeman and National Committeewoman and f) to transact such other business as may properly come before the Convention.
2. Elect Delegates and Alternates to represent Waynesboro at the Republican 6th Congressional District Convention which shall be held on Saturday, May 30, 2020 at the Central County High School, 1147 Susan Avenue, Woodstock, Virginia 22664. The start time will be 10:00 am. The Waynesboro Republican Committee shall have a maximum of 160 delegates. At the District Convention, the Delegates will elect a District Chairman, three Regional Vice-Chairmen, three Representatives to the State Central Committee and three Delegates and three Alternates to the National Convention and one Presidential Elector.
3. Elect a Chairman of the Waynesboro Republican Committee.
4. Elect members of the Waynesboro Republican Committee.
5. Transact such other business as may properly come before the participants of the Mass Meeting.

Qualifications for Participation
All legal and qualified voters of Waynesboro under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts.
Filing Requirements
1. Candidates seeking election as Delegates and Alternates to the State Convention and the 6th Congressional District Convention, and as Waynesboro Republican Committee members are required to file a form by US Mail or by physical hand-delivery in person to Rebecca Lilly, who is the Treasurer of the Waynesboro Republican Committee. Ms. Lilly’s address is 205 Bookerdale Road, Apt. 23, Waynesboro, Virginia 22980. US Mail is recommended as the preferred method of filing. Filing forms must be received no later than 5:00 pm, Friday, February 28, 2020. The filing form for convention candidates and Committee members may be found below on this Call. Postmarks do not govern.
2. Candidates seeking election as Waynesboro Republican Committee Chairman are required to file a form by US Mail or by physical hand-delivery in person to Rebecca Lilly, who is the Treasurer of the Waynesboro Republican Committee. Ms. Lilly’s address is 205 Bookerdale Road, Apt. 23, Waynesboro, Virginia 22980. US Mail is recommended as the preferred method of filing. Filing forms must be received no later than 5:00 pm, Sunday, January 19, 2020. Ms. Lilly will only receive filing forms at her home during the hours of 7:00 pm until 9:00 pm. Persons should be aware that Ms. Lilly may not be at home every day during those hours. The filing form for candidates for Chairman may be found below on this Call. Postmarks do not govern.
Filing Fee for the Office of Chairman of the Waynesboro Republican Committee
Candidates for the office of Chairman of the Waynesboro Republican Committee are required to pay a filing fee of $500.00. The fee must be enclosed with the filing form for the office and is not refundable.
Voluntary Registration Fee for the District Convention
A voluntary registration fee of $20.00 is requested of each person who files to attend the District Convention to help defray the costs of holding the Convention.

What happens if the number of persons who file to be Convention Delegates and Alternates does not exceed the maximum allowable number and there is only one candidate for Waynesboro Republican Committee Chairman
1. If the number of persons who file to be Delegates and Alternates at the State Convention does not exceed 160 Delegates and 160 Alternates, and
2. If the number of persons who file to be Delegates and Alternates at the 6th Congressional District Convention does not exceed 160 Delegates and 160 Alternates, and
3. If only one person files to be Committee Chairman, then
4. All the State and District Convention Delegates and Alternates will be declared elected, and
5. The Committee Chairman will be declared elected, and
6. The persons who filed to be Committee Members shall be declared elected, and
7. The Mass Meeting shall be cancelled.
8. If two or more candidates file to be elected as Committee Chairman, then the Mass Meeting shall be held as scheduled and all those who seek election as Delegates, Alternates and Committee members are required to attend the Mass Meeting to be elected.
If the Mass Meeting is cancelled, that information will be posted on the website of the Waynesboro Republican Committee, WaynesboroRepublicans.com.
Mass Meeting Registration
Photo ID is required for all participants at the Mass Meeting. It would be very helpful if participants bring their Voter ID Card with them.
To speed the registration process at the Mass Meeting, it is recommended that persons who plan to attend as participants, and not as candidates, file a voluntary Pre-Registration Form. A copy of that form is attached. Participants who pre-register will avoid potentially long lines at the Registration Table.
Registration will begin at 9:00 am. The Mass Meeting will be called to order at 10:00 am sharp! Persons who have not registered or are not in line to register by 10:00 am will have lost their opportunity to participate in the Mass Meeting.
Guests
A large number of Mass Meeting candidates and participants is expected. Guests will need to wait until all candidates and participants have been registered and seated before entering the meeting room.
